Azerbaijan is a modern but traditional society.
- Baku: Very modern. Shorts, skirts, tank tops are fine for women. Men wear shorts in summer (though long pants are more common for locals).
- Rural Areas (Sheki, Quba): More conservative. Avoid very short shorts or deep cleavage to avoid staring.
- Mosques: Women need a headscarf (usually provided at the entrance) and covered shoulders/knees. Men need long pants.
