Getting a SIM Card in Azerbaijan: Tourist Guide 2025

Staying connected in Azerbaijan is easy and affordable. Here is everything you need to know about buying a SIM card as a tourist.

The Main Operators 📶

There are three main mobile operators in Azerbaijan:

  1. Azercell: The market leader. Best coverage (especially in remote areas/mountains). Slightly more expensive. Recommended for travelers.
  2. Bakcell: "First Mobile Operator." Good coverage, competitive prices. Claim to have the fastest 4G.
  3. Nar: The budget option. Cheapest rates, decent city coverage, but can be spotty in the mountains.

Where to Buy a SIM Card 🏪

Option 1: At the Airport (Convenient but Pricey)

  • Pros: Immediate connectivity. Staff speak English.
  • Cons: Tourist packages are often marked up (sometimes double the city price).
  • Location: Arrivals hall at Heydar Aliyev International Airport. All three operators have booths.

Option 2: In the City (Cheaper)

  • Pros: Standard local prices. More package options.
  • Cons: You need to find a shop. Staff might speak less English.
  • Location: Fountain Square and Nizami Street have official flagship stores. Look for "Azercell Exclusive" or "Bakcell" signs.

Recommendation: If you can wait, buy it in the city. If you need Bolt immediately, buy a small package at the airport.

Requirements 📝

  • Passport: You MUST have your physical passport.
  • IMEI Registration: For stays longer than 30 days, your phone's IMEI must be registered (tax paid). For short tourist visits (<30 days), you don't need to worry about this. Your foreign phone will work fine.

Estimated Costs & Packages (2025) 💰

Prices change, but here are typical tourist estimates:

  • Data Package:
    • 5GB: ~10 AZN

Note: "Unlimited" plans often have speed caps after a certain usage.

Coverage in Remote Areas 🏔️

  • Baku: All three work perfectly (4G/LTE).
  • Sheki/Gabala: Azercell and Bakcell are reliable.
  • High Mountains (Khinalig/Laza): Azercell is the safest bet.

How to Top Up 💳

  1. Terminals: Look for "MilliOn" or "eManat" payment terminals (found in every supermarket and metro station).
    • Select Operator -> Enter Number -> Insert Cash.
  2. Apps: Download the operator's app (Azercell Kabinetim, Bakcell app). You can top up with a credit card.

Summary

  • Best Value: Bakcell.
  • Cheapest: Nar.
  • Where to Buy: Fountain Square flagship stores for best prices.
