Police Registration in Azerbaijan: The 15-Day Rule Explained
This is the most important bureaucratic rule for tourists in Azerbaijan. Ignore it, and you will face a hefty fine at the airport when leaving.
The Rule 📜
If you stay in Azerbaijan for more than 15 days, you must register your place of residence with the State Migration Service.
- Less than 15 days: No action needed.
- More than 15 days: Registration is MANDATORY.
- Deadline: You must register within the first 15 days of arrival.
How to Register 📝
Option 1: Your Hotel Does It (Easiest)
Most hotels and hostels will do this for you automatically.
- Ask at check-in: "Will you register me with migration?"
- They will take a copy of your passport and handle it.
- Ask for proof: Ask them to email or print the registration confirmation.
Option 2: Do It Yourself (Online)
If staying in an Airbnb or with friends, you must do it yourself.
- Go to migration.gov.az.
- Select "Registration upon place of stay".
- Fill in the form (Passport details, address in Azerbaijan, landlord's name).
- Upload a scan of your passport.
- Submit.
- Wait for email confirmation. (Usually takes 24 hours).

What Happens If I Don't Register? 🚫
If you stay 16 days or more and didn't register:
- You will be stopped at passport control when leaving the country.
- You will be fined 300 - 400 AZN (~$175 - $235 USD).
- You may be banned from re-entering Azerbaijan for a period of time.
- You will miss your flight while processing the fine.
